The Russia Sanctions Regulations

Due to sanctions imposed on Russia, we ask our clients to read this before creating an order, as this will delay or return your parcel to the country of the destination. We at Topparcel follow all the guidelines and rules set by the government for any shipment going to Russia. This may be different from what you can find on the governments website, but it business decision not to exceed these values.

 

CUSTOMS SANCTIONS RESTRICTIONS

From 10 April 2023, a new duty-free limit for parcels to Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia will come into force. The new duty-free limit is 1000€ (~880£).

This means that if the goods entering these countries have a value higher than €1000, then duty must be paid. If the established thresholds are exceeded, a duty payment of 15% of the excess will be required from the consignee. 

If you decide to send goods over 1000 €, and you are ready to pay the duty, also take into account the restrictions for Russia below. 

According to the 10th sanctions package, used, vintage and personal items are not allowed to be exported from Europe. Therefore, choose other categories (not personal belongings) and fill in a detailed description of the goods.

  • Accessories (bags, purses, jewellery, watches, scarves, etc.)
  • Cosmetics and vitamins
  • Food products
  • Small goods for the home and garden

A bag of 400 EUR will be confiscated by customs as the limit of 300 EUR per item has been violated.

You MAY send a handbag worth EUR 100, a skirt worth EUR 80, a scarf worth EUR 20 in one parcel (total parcel value is up to the duty-free limit 200 EUR).

Goods that can not exceed a value of 750 EUR (~650 GBP) per 1 unit
  • Small electronic appliances (hairdryers, kettles, any electronics accessories)

Electronic appliances are strictly checked at customs.
All parcels are scanned at customs.

The rules are similar to the example of goods up to 300 EUR per item.

Goods with no value limit (if they are more expensive than 1000€ you need to pay the custom fee)
  • Baby carriages
  • Bicycles
  • Musical instruments

The rules are similar to the examples of goods up to 300 EUR or 750 EUR per unit. 

Weight limit for food and groceries 

A parcel may not contain more than 5 kg of sanctioned food:

Sanctioned products are anything that contain:

  • Meat (sausages, jamon, stew etc.)
  • Milk (cheese, biscuits, milk chocolate, milk chocolate sweets, etc.)
  • Seafood (fish, canned tuna, etc.)

Olive oil (and other food oils) up to 5 litres for one parcel.

All other groceries can be delivered without a weight limit. 

The parcel contains 3kg of sausage, 1kg of cheese, 1kg of biscuits. The parcel can be delivered as the total weight is 5kg.

 

The parcel contains 3 kg of sausage, 1 kg of cheese, 1 kg packet of biscuits, 3 litres of oil, canned vegetables. The parcel can be delivered, it weighs more than 5 kg, but as oil and canned vegetables are not sanctioned products, the weight limit can be exceeded.

The parcel contains 1 kg of chocolate, 3.5 kg of ham, 1 kg of cheese. The parcel cannot be delivered as it contains 5.50 kg of sanctioned products, it will be confiscated by customs.

  • Pet food

  • Smartphones & phones

  • Headphones

  • Gaming consoles

  • IPhone accessories (MagSafe, Thunderbolt, Magic Keyboard, Magic Mouse, USB-C)

  • Camera lenses and lenses

  • Video and audio recording devices

  • Auto & Motorcycle Parts

  • Weapons, any parts for weapons (even butt plates, etc.)

  • Drones etc.

  • Radio-controlled and motor toys (cars, trains, planes, helicopters, etc.)
  • Electronics components (transistors, resistors, boards, microcircuits, machine parts)
  • PC components (not only processors, but also RAM, hard disks, graphics cards, keyboards, mice, monitors etc.)
  • Echo sounders, fish finder, transducer, chart plotter devices
  • GPS navigators
  • Laptops, tablets, assembled PCs
  • Soldering irons
  • Oils (automobile and motorbike) and similar products from recycled oil
  • Generators (gasoline and diesel)
  • Binoculars, telescopes

These goods are completely banned from shipping under sanctions restrictions.
